[LTER-im] Publisher location requested for data set DOI

Mark and Duane can better answer which EML elements get pulled to populate the citation fields, but we are including our project as a dataset/creator and dataset/publisher (as well as dataset/metadataProvider) for all GCE-funded data sets so I suspect on of those is the relevant element.
