[LTER-usilter] NSF Accelnet Draft Letter of Intent

Dear Frank,

Thank you so much for preparing the Letter of Intent for the AccelNet
proposal.  It looks great!
I just provided a couple of minor edits in the attached file. Please make
them sure.
