[LTER-luq] 15-min interval rainfall data

Alan,

I don't know what the LTER definition of drought is, but this may be
helpful.  This page shows a table of the indicators used in the U.S.
Drought Monitor.

A calculation of Consecutive Dry Days is also used in many studies, the
criteria are in the WMO methods(?) Cannot find the link at the moment.
