This may be useful to you:

An .enl file is supposed to open even if the Data folder is not under the folder the .enl is saved. It does give you an error message but continues to import the list with success. So do the following:   
   - Open the End Note program (File > Close Library)==>Closes any list you may have opened previously and that shows automatically when you open the program
   - Do File > Open Library; go to the subdirectory the .enl file is and open it.
   - When the warning pops up click [OK] and wait until it imports the list. ==>This will create the Data folder in the subdirectory you saved the lonely .enl file.

If you have a .enw (not .enl), do the following:   
   - Open the End Note program
   - Close any previous list that you may have and that shows automatically when you open the program
   - Select File>New
   
   - This will prompt you to save a file. Name it and click [Save]==》this will create the data folder you need.
   
   - Now you can import the file (if its not .enl, for example if it its .enw). By doing a File > Import routine

 OK, my bad, I see that it is an .enl file even though my machine says it is a zipped file with two other extensions. When I try to import the .enl into EndNote, it asks me for the .data file. Do you have that? Bob
