[LTER-luq] Update on Danny

Danny is facing a lot of shear from here on out and the forecast track
keeps getting nudged towards the north.  The forecast is for Danny to be,
at best, a tropical storm and not a hurricane as it passes the island.
Some models are predicting it to fall apart by the time it gets here.

I'll keep the "yellow" alert up for the moment, but this is more likely to
be a rain event (yaaay!) than a wind event (booo!).
