I'll be happy to talk to the person who wrote down that the upgrade is
difficult.  Upgrading DEIMS to D8 should be actually fairly easy, as now
the "migrate" module is in D8 core and, most importantly, migrate moves the
content PLUS the container (i.e; views, content types, entities, fields,
view modes, etc).

In addition of the smoother migration path, one of the amazing things of
DEIMS is that the very few custom modules we developed were "future proof",
that is, develop with Drupal 8 in mind. Hence, most of the code is straight
OOP (classes based). In fact, DEIMS inspired the 'future proof' development
in the Drupal community (See talk by D. Reid in Austin a few years back
"Future proof your Drupal-7 website"

There is no hurry to migrate to 8. Also, there is a module that asses the
feasibility of the move (audits the migration, detailing potential
pitfalls). Acquia -Drupal shop ran by Dries, the Drupal creator- is
starting to migrate to 8, to give you an idea of how much of time you got.

IMO a migration should be better thought as an opportunity to make things
better, hence a straight migration is just that, all you get is DEIMS as it
is, plus the wonders of Drupal 8 (a number of APIs, an Alexa enabled query
system, etc!). Instead, you should be a bit more ambitious, what is that
you'

If I was over there, I would request a modest amount of dollars to enroll
Palantir (or Lullabot (D. Reid) ) to get help you go to D8. You'd name a
point of contact, rescue the backlog (ive got it), and populate the backlog
with new innovative ideas. I'd definitely explore exposing the APIs, and
create some reporting (include charts).  Oh, the things you can do. If all
you want is a straight upgrade, just hire Mike Ryan or Lucas (freelancers),
they both fathered the migration framework.

You have about 3 years to do so.
