[LTER-im] October VWC change to October 16 and fall VWC's

Dear IM's,

Just a friendly reminder about our VWC on Monday, October 16th (12 pm PDT/3 pm EDT; https://ucsb.zoom.us/j/8058932071).  In this session we will be discussing the revisions of the IMC Bylaws (previous called Terms of Reference or ToR).  Don Henshaw will be moderating the discussion.

The working group notes are attached for review, but the proposed draft is the critical thing to read and be prepared to discuss.  The notes outline some of their decision process.
Don will discuss the RFC process.  This process will lead to an eventual vote, but we certainly want to wait until Eda and others affected by this year's hurricanes are back up and running and able to contribute.

Due to the Federal observance of Columbus Day on October 9th, we will move October's VWC to Monday, October 16th; same time and place (12 pm PDT/3 pm EDT; https://ucsb.zoom.us/j/8058932071).  This month's topic will be the IMC Terms of Reference (now called Bylaws).  Please read the message from Don, below, review the attached notes on discussion and recommendations from the breakout group from our July 24th meeting and review the proposed draft.  Don will moderate/lead this VWC, but we will discuss these recommendations and the draft version of the Bylaws.  There will be a Request for Comment (RFC) period following the VWC, potential modifications based on the comments and an eventual vote.

Here's our fall VWC schedule:
October 16 - IMC Bylaws
November 13 - EML Congruency Checker (tentative)
December 11 - ASM workshop planning

Subject: [LTER-imexec] IMC Bylaws and ToR breakout group meeting report

IMExec members,
Attached is the ToR breakout group report from the summer IMC meeting. As an ad hoc working group we have revised and renamed the IMC Terms of Reference (ToR). We feel " IMC Bylaws"  is a more appropriate name. The current draft resides as a Google doc and both the folder and document link are included below. The earlier drafts in that folder track the changes made from the original document.
It is our intent that this document be shared with the entire IMC for comment and eventual vote/adoption, even while uncertainties remain regarding establishing formal communication with NCO and EDI as well as funding for our annual meeting.  We note that two earlier versions from 2012 and 2016 were found that were never finalized and put to a vote, and the "current" approved 2011 ToR is woefully out of date at this time.
Our hope is that we will follow this up with a discussion on a monthly IMC vtc sometime this fall.
