[LTER-im] Publisher location requested for data set DOI

Hap,

In this implementation (which is certainly valid), the organizationName is essentially additional info for Linda's creator element, like adding a position descriptor. We include a dedicated creator element just for the project, which provides a more prominent project attribution in external catalogs like KNB and DataONE.
