[LTER-im-rep] Recommendation for future operation of the NIS

Dear Phillip:

As I mentioned on the phone the other day, James, Mark, and I have spent 
some time reviewing the information managers' draft plan for developing 
a decentralized model for information management in LTER. In particular, 
we have been focusing on the importance of maintaining continuous 
service of the NIS during the transition to a new model.  Our primary 
conclusion is that a seamless transition will require significant time 
to plan and compare alternative options to host LTER 
cyberinfrastructure.  Absent sufficient time for such planning, we are 
concerned that we risk choosing an option that may not be optimal over 
the long term. In response to that concern, we have prepared a short 
document with a recommendation on how to ensure continuous operation of 
the NIS (see attachment).

Note that we focus only on Core Technical Services as described in the 
draft plan being circulated by the IMC (e.g., maintenance of PASTA and 
the DataONE member node and requested improvements to these services). 
Other services, including databases, EML support, support for working 
groups, etc., are elements of the new decentralized model that are best 
addressed by the Information Management Committee and the Executive Board.
