[LTER-All-lter] UNM proposal for the NCO

Dear Colleagues:

In anticipation of discussions at the ASM, I have made our proposal for 
the National Communications Office available at 
http://intranet2.lternet.edu/sites/intranet2.lternet.edu/files/documents/LTER%20Network%20Office/Proposals/UNM%20proposal%20for%20NCO-public.pdf. 
Although unsuccessful, I think that the proposal has good ideas, gleaned 
from discussions with LTER scientists, information managers, and 
educators, that the Network may wish to adopt in the future.
