Wow! This work has confirmed something that I heard long time ago: there is no planing in PR. Everything that Kathleen said sounded so familiar to me... it was like listening to the people of PR talking about how decisions are made in PR.
Is there already a paper published about this work?...it will certainly be of interest to the people living in PR, specially Puertorricans!

Thank you Kathleen for such a relevant talk to PR nowadays!
