[LTER-luq-seac] LTER 5b now moving through NSF

SEAC and subawardees,

We have resolved our reporting issues and the grant is moving through NSF.
In a phone conversation last month, Saran said she did not envision any
problems with getting the budget approved, so hopefully an award letter
will be coming out soon.
