The project award suggests it's the LTER.  Here's what my grant guy said:

I'd suggest urging Dr. Gonzalez to ask her program office to clear this issue up, and reiterate the relatedness to the recent pre-proposals.  As you previously stated, it seems the annual report was submitted but not logged.  I've seen that happen before.  The program might clear this up today.  If Dr. Gonzalez's group submitted in December, there is a good chances it is in Research.gov<http://Research.gov> waiting to be approved.  Perhaps because of the holidays and corresponding time-off the program officer just hasn't got to it yet.  The overdue warning will appear until the report is actually approved, not just submitted, I believe.

Grizelle, might you be able to reach out to Lou Kaplan about this?
