[LTER-luq-a] March 2017 spring break

Hi Eda - It's ok that you answered, but is mostly for people who are
off-island to figure out when they would be available to come to PR for the
site review. Although UPR's break isn't in March, we're assuming most
people on the island will be available whenever we schedule it since they
don't have to travel.
