[LTER-lno] mail server transition

The lternet.edu mail server has been transitioned to UCSB. Everything
I've tested seems to be working.

NCO will continue to maintain status quo for the time being but everyone
should think about transitioning their mail accounts as soon as practical.

NCO would prefer to have this machine do only mail exchange and not have
it host any local mail accounts.

I can help anyone who needs it to make necessary arrangments next week.

Please report any anomalies.
