[LTER-im] DCL: Effective practices for data

Dear LTER IM's and Science Council Meeting participants,

We had a good deal of discussion at the recent Science Council Meeting
about the importance and benefits of citing dataset DOIs in publications,
so thought I would share today's Dear Colleague letter on the same topic.

I'd encourage you to read it, but wanted to point out a few new
developments (or new to me, perhaps they are just clarifications of
existing policies).

   - The DCL includes a preferred approach for dataset citation.
   - It strongly recommends the use of machine readable data management
   plans (such as those developed using DMPTool  or EZDMP
   - It makes clear that proposals can include  funds to *prepare* data for
   deposit in repositories; and
   - It makes clear that proposals may include a "data deposit fee"
   sometimes charged by repositories
