Thank you for sending this. This is a great tool/guideline for each of us to evaluate our own IM system.
Just to make sure I understand (risking sounding illiterate): 

When the word "should" is included in the guideline, does that mean that the site's IMS will be evaluated using the criterion stated in the guideline? 

...There are many statements in this documents that say we "should" do something and that could be my tool to enhance my site's IMS in preparation for our next Review.

Attached is a draft of the LTER IMS Guidelines document, based on the LTER IM Review Criteria document that was last updated in 2009. The document is intended to describe the functionality that an LTER IMS should have, but not dictate any specific implementation.   Please review this document in preparation for discussing it during the February IM Watercooler.  If you have any comments that you would like to share before the VTC, please send them to me at krvander at fiu.edu.
Some of the items in the document are highlighted.  These represent points about which we are uncertain, either because we're not sure that it belongs in the document, think it may need some word-smithing, or because it relies on a best practices document that is out-of-date.  We look forward to discussing these points with you.
