Hi Eda,

Yes the NCO is an LTER grant. They serve LTER Science Synthesis groups
which are expected to include non-LTER participants also. And part of their
communication purpose is to the world outside LTER to know about LTER. In
both those respects, their scope extends beyond LTER members, as it did for
the old LNO.
