[LTER-im] New version of the GCE Data Toolbox (3.9.6)

Hi everyone,

We are pleased to announce that a new version of the GCE Data Toolbox for MATLAB has been released (v3.9.6, August 2016). Download information and the complete change log are available on the GCE Data Toolbox website at:

This is a maintenance release that corrects two major issues that were recently identified:

1. Over the past few years many USGS sites began reporting instantaneous data in local time with daylight savings time adjustments, and the USGS RDB file parser in the toolbox was not correctly handling shifts in timezone that occur within a single file (e.g. EST-to-EDT transitions). This issue was exacerbated by the fact that the USGS time zone (tz) column was not retained after recording the zone of the first record in the date/time attribute metadata in order to accommodate conversions to UTC or standard time. The parser code and associated import tools have now been rewritten to check for these shifts and give users more explicit control over handling time zone disparities in USGS data files.

2. MATLAB R2016a users have been encountering warnings and errors when using the toolbox graphical user interface if the option to dock figure windows by default is enabled. This issue is now corrected, and the GUI dialogs operate properly when this MATLAB option is set.
