All the members of the voting committee (EdaMelendez-Colom, Dan Bahauddin, Hope Humphries, and Theresa Valentine) certify that the following is the official result of the voting process described below. 

Results (in rank order):
1. University of Wisconsin (NTL) - Corinna Gries (PI)/ Paul Hanson (Co-PI) 
2. University of New Mexico (MCM) - Ignigo San Gil (PI)
3. Arizona State University (CAP) - Philip Tarrant (PI)
This result will be presented to the LTER Executive Board as the official recommendation from the Information Managers Committee.

The Voting Committee



TEXT (with 1 - 6 choices for voting): VotingProcess for the IMC Recommendation to The LTER EB for the NIMO PI and HostInstitutionVoting Resource: The Voting Committee (EdaMelendez-Colom, Dan Bahauddin, Hope Humphries, and Theresa Valentine) havedecided to use Instant-runoff voting to provide the EB with the IMC preferencefor serving as the PI on the Network Information Management Organization Grant.From Wikipedia: Instant-runoff voting is an electoral system used to elect asingle winner from a field of more than two candidates. It is a preferentialvoting system in which voters rank the candidates in order of preferencerather than voting for a single candidate.Ballots are initially distributed based on each elector's firstpreference. If a candidate secures more than half of votes cast, that candidatewins. Otherwise, the candidate with the fewest votes is eliminated. Ballotsassigned to the eliminated candidate are recounted and added to the totals ofthe remaining candidates based on who is ranked next on each ballot. Rules:  Each LTER site receives one ballot, and is askedto rank your preference for PI and Host Institution proposal (1-6) with 1 beingthe most preferred. A proposal needs 13 votes to win (more than 50 percent ofthe total). Top three PIs (in ranked order) will be presented to the LTEREB for approval. In the case of ties for the fewest top choices, the tiedcandidate with the fewest second choices is eliminated (if those are also tied,look at third choices, etc.).


Voting Procedure: You will receive yourballot link by e-mail from Dan Bahauddin. When voting, consider the following positiondescriptions for the Host Institution and Principle Investigator. Host InstitutionThe hostinstitution owns the cooperative agreement with the National ScienceFoundation. The institution will hire (and employ) personnel as directed by theoperations committee. It will reimburse LTER IMs for time spent on networkprojects as directed by the operations committee. It will administersubcontracts with other universities or entities, as required. The institutionwill administer the funds for IT infrastructure and services as directed by theoperation committee. It will manage logistics for IMC working groups andspecialized meetings, organize or facilitate training activities, andadminister travel funds.Principal InvestigatorThis will be a part-time appointment (% still to be determined,but likely something less than .5) employed at the host institution. Theselected PI will lead the proposal writing for the new organization and will beresponsible to the IM review team to ensure the proposal reflects the decisionsthe IMC has made about organization and operations. Post award, the PI will actas the primary point of contact for the cooperative agreement with NSF. Thisperson will take direction from the operations committee and ensure througheffective management that their instructions are carried out as agreed. Thisindividual will advise the operations committee regarding funding andoperational constraints. The PI will hire personnel as selected by theoperations committee. The PI will manage the NIMO personnel employed at thehost institution (evaluations, vacations, terminations, etc.). The PI will alsomanage the NIMO finances in conjunction with the operations committee. Thisperson will negotiate the cooperative agreement with NSF. The PI will alsowrite the annual project report to NSF. The PI will seek additional funding tosupport service activities identified as desirable by the operations committee,but not supported by the current budget.
