[LTER-All-lter] Synthesis Working Group RFP

Just in case you all on the east coast were busy shoveling snow on Sunday
night, I wanted to resend the call for Synthesis Working Group proposals.
One new feature of this year's call is that working groups may be led by
non-LTER scientists -- so long as they use LTER data from at least two
sites.

With that in mind, please feel free to share the call across your networks.
